Blight Violation Notices (BVN), or Blight Tickets, that have been issued to property owners who have violated City of Detroit ordinances that govern how property owners must maintain the exterior of their property. Blight Tickets are issued by city inspectors, police officers, and other city officials with the power to investigate and cite code violations. Blight Tickets are adjudicated as civil cases by the Department of Administrative Hearings (DAH), an independent quasi-judicial department established in January 2005 as a major component of the City's efforts to address blight. This dataset largely models the Blight Violation Case History system, which is administered by DAH and integrates data from departments that issue, process, and adjudicate blight violations. Blight tickets that are issued may be subsequently voided by the ticket writing department for various reasons. Property maintenance codes are described in Article 15 of the Detroit City Code.
